In 2019/2020, WO=MEN, Cordaid, and Peace Brigade International (PBI) developed a group of practical recommendations for diplomatic missions to enhance their support for the protection of Women Human Rights Defenders (WHRDs) worldwide. These recommendations were based on consultations with various Dutch diplomats and embassy personnel stationed in numerous, predominantly conflict-affected countries, as well as input from WHRDs across the globe. Since then, these recommendations have guided advocacy efforts at both national and international levels. After four years, Dimes was tasked with: (i) assessing the usage, current relevance, and added value of these recommendations, and (ii) identifying pathways for further institutionalizing these recommendations within diplomatic missions. Dimes was able to successfully assist our clients by conducting desk research, over 20 key informant interviews with diplomatic staff and WHRDs, and organising two focus group discussions with WHRDs to collect thorough data relevant to revise the recommendations.
